Un’uscita capitalista dalla crisi non potrebbe che essere socialmente regressiva. Il sistema non ha più nulla da offrire che potrebbe legittimarlo. La questione dell’automazione permette di mettere a fuoco l’irrazionalità del capitalismo.

Henri Wilno – Il mondo cambia composizione. Alcuni economisti hanno analizzato la crisi attuale come al contempo (oltre ai suoi fattori) una crisi di governance del capitalismo. Saremmo ormai in una fase di declino dell’egemonia americana senza che nessun’altra potenza sia in grado di assicurarne la sostituzione, neppure la Cina. Cosa si può dire di questa tesi?

Michel Husson – C’è la geopolitica, detto altrimenti, le relazioni tra Stati e c’è la strutturazione dell’economia mondiale attraverso le imprese multinazionali. Le due mappe, quella dei capitali e quella delle potenze nazionali, coincidono sempre meno. Lo sfasamento è stato accentuato dalla globalizzazione, che va oltre gli scambi commerciali tra paesi. Oggi si tratta della produzione di merci e della loro commercializzazione a cavallo di diverse zone del mondo, quella che si chiama “filiera globale”.

Questo sfasamento tra le due mappe del mondo fa sì che gli interessi capitalisti non siano omogenei e non definiscano una politica unificata all’interno di uno stesso paese. Prendiamo ad esempio gli Stati Uniti; alcuni settori capitalisti possono applaudire alle misure protezioniste che Trump prevede di prendere, ma queste si oppongono agli interessi di altri settori. Il Messico è particolarmente colpito, mentre una parte delle importazioni provenienti dal Messico corrisponde alla produzione di capitali statunitensi investiti in questo paese. La coppia costituita da Stati Uniti e Cina, la “Chimerica” (espressione coniata nel mondo accademico per indicare il legame simbiotico tra gli Stati Uniti e la Cina a livello economico, NdT), aveva funzionato in modo favorevole alle due potenze: crescita a credito per gli Stati Uniti, crescita tirata dalle esportazioni per la Cina. L’importazione di beni di consumo a bassi costi di produzione permetteva di fare scendere il prezzo della forza lavoro negli Stati Uniti e/o di gonfiare i sovraprofitti di WalMart. Tutti vi trovavano il proprio tornaconto.

Ma la “Chimerica” sta per rompersi e, in generale, tutto accade come se la globalizzazione avesse raggiunto il suo limite. Nel corso dei precedenti decenni, il commercio mondiale aumentava con una velocità doppia rispetto al PIL mondiale, ora avanza, nella migliore delle ipotesi, alla stessa velocità. L’estensione delle filiere globali è entrata in una fase di rendimenti decrescenti e si assiste persino a fenomeni di rilocalizzazione. Il riorientamento dell’economia cinese verso il proprio mercato interno contribuisce a questo fenomeno. In questo senso, la Cina non è candidata al ruolo di potenza egemonica e non si può leggere il periodo come una fase di transizione tra due potenze dominanti, ma piuttosto come una crisi di governance del capitalismo i cui sbocchi non sono esclusivamente economici.

D. La crisi è duratura. Chi la paga e come, al di là delle formule generali sull’1% contro il 99%?

R. La prima risposta evidente è che questa crisi è pagata dalle vittime delle politiche di austerità. Poi, è importante capire perché non possa essere altrimenti. La ragione essenziale è l’esaurimento degli incrementi di produttività: ciò che produce un salariato medio in un’ora di lavoro tende a stagnare o, in ogni caso, aumenta debolmente. Questo, però, significa anche l’esaurimento del dinamismo del capitalismo: esso può mantenere o aumentare il suo tasso di profitto solo a condizione di bloccare o diminuire quello che viene chiamato il costo del lavoro. E ciò si traduce in politiche di austerità salariale, ma anche di riduzione dello Stato sociale, della protezione sociale e dei servizi pubblici. In altre parole, un’uscita capitalista dalla crisi non potrebbe non essere socialmente regressiva. Il sistema non ha più nulla da offrire per riuscire ad essere legittimato.

Questa non è una crisi finanziaria, è una crisi sistemica che affonda le sue radici nei rapporti di produzione capitalistici. È, tra l’altro, una delle tesi essenziali del libro di Attac al quale ho contribuito, articolata con un’analisi del concetto di capitale fittizio. Questo concetto, che troviamo in Marx, è stato rivisto da François Chesnais e Cédric Durand; esso designa l’accumulazione di titoli finanziari che sono altrettanti “diritti di prelievo” sul plusvalore.

Questa focalizzazione sul capitale fittizio permette di mettere in luce un’importante contraddizione nella gestione capitalista della crisi. Da una parte, servirebbe una svalutazione massiccia del capitale per rimettere i contatori a zero e ristabilire il tasso di profitto. Non si tratta solo di una fisima marxista: è anche il punto di vista dell’OCSE, che addita le “aziende zombie” (5) quali responsabili dei deboli aumenti di produttività e degli insuccessi dell’accumulazione. Questo implicherebbe però che i detentori di questo capitale fittizio accettassero di “assumersi le loro perdite”, cosa che, evidentemente, rifiutano. Le politiche condotte in particolare in Europa obbediscono a una logica di convalidazione di questi diritti di prelievo acquisiti prima della crisi, anche se la loro crescita è una causa della crisi e, in ogni caso, un ostacolo all’uscita dalla crisi. È questa contraddizione che rende valida l’opposizione tra l’1% e il 99% della popolazione, perché la concentrazione della ricchezza finanziaria è molto più grande di quella dei redditi. Ed è ciò che permette di pronosticare un ricorso duraturo a politiche di austerità e di regressione sociale.

D. Qualche anno fa, le nuove tecnologie erano presentate nel discorso ufficiale come la “nuova frontiera” che avrebbe rilanciato una fase lunga di espansione. Ora, il dibattito verte sul loro impatto distruttivo sull’impiego e sulle disuguaglianze. Cos’è la “stagnazione secolare”? Cosa se ne può pensare? Alla luce di questa tesi, quali sono le prospettive per il capitale?

R. Tutti questi interrogativi rinviano al fondo di una questione: cosa determina gli aumenti di produttività? Si tratta ancora una volta di una questione essenziale per la dinamica del profitto e dell’accumulazione. Tuttavia, di fatto, non se ne sa nulla. Nel passato, ciò ha dato luogo al paradosso di Solow, riferito a un breve articolo di giornale in cui quest’ultimo si chiedeva perché si vedessero dappertutto nuove tecnologie, salvo che nelle statistiche di produttività. Era il 1987 e si potrebbe raccontare la storia delle speranze e delle sconfitte degli economisti che annunciavano una nuova fase di espansione (“un nuovo Kondratieff”). Questo dibattito è stato particolarmente intenso negli Stati Uniti, dove i fautori della rivoluzione tecnologica si sono costantemente opposti ai “tecno-pessimisti” che vedevano solo un boom senza domani. Erano questi ultimi ad avere ragione, in particolare Robert Gordon, il principale sostenitore della futura “stagnazione secolare”.

D’altro canto, però, si moltiplicano i discorsi sulla “fine del lavoro”. I robot e quella che viene denominata “l’economia delle piattaforme” condurrebbero inesorabilmente a distruzioni massicce d’impieghi, nell’ordine di un impiego su due nei prossimi dieci o venti anni. Questo è l’argomento di massa a favore di un reddito di base universale che dobbiamo rifiutare, a meno che non ci rassegniamo all’idea che sia la tecnologia a dovere dettare l’organizzazione della società. Ora, le cose non devono funzionare così e non funzionano così: la tecnologia non decide affatto. I nuovi modi di produzione, le nuove merci, tutto questo si deve integrare nella logica di mercato. E questa è probabilmente la spiegazione di fondo del paradosso di Solow; per dirla in modo semplice: la robotizzazione non basta, bisogna anche che ci sia un potere d’acquisto per comperare quello che i robot producono e un modello sociale adeguato.

Questa questione dell’automazione permette di focalizzarsi sull’irrazionalità del sistema capitalista. Ammettiamo che degli enormi aumenti di produttività stiano per verificarsi: ciò dovrebbe essere una buona notizia, perché i robot lavorerebbero al nostro posto. Nella logica capitalista però, si tratterebbe, al contrario, di una catastrofe sociale, con distruzioni massicce d’impieghi. Ecco perché la riduzione del tempo di lavoro è la risposta razionale e tale da costituire la base per un’altra società, una società ecosocialista. L’obiettivo di garantire un reddito decente a ognuno è evidentemente legittimo e ci sono delle misure d’urgenza da prendere in quest’ambito, ma non dobbiamo tuttavia rinunciare al diritto al lavoro.

D. Un dibattito ha diviso gli economisti critici in merito alle politiche di austerità: sono assurde o razionali? Per limitarci all’Unione Europea, sembra difficile pensare che Draghi, Merkel, Juncker o Hollande siano solo una banda d’imbecilli: quali sono dunque i risultati di queste politiche e della loro continuazione?

R. È un vero dibattito che abbiamo avuto all’interno della Commissione per la verità sul debito greco. I piani di aggiustamento imposti alla Grecia non potevano evidentemente funzionare. Era facile prevedere che massicci tagli al budget avrebbero generato una recessione profonda e che, in fin dei conti, il peso del debito sarebbe aumentato invece di diminuire. Il FMI ha d’altronde più o meno fatto la propria autocritica su questo punto. C’è quindi una prima lettura: le politiche di austerità sono assurde e hanno spezzato la ripresa che si affacciava nel 2010 in Europa. Sono necessarie altre politiche. Ma c’è evidentemente un’altra lettura: i dirigenti europei sanno quello che fanno e conducono una terapia choc che mira a ridurre significativamente le conquiste sociali, considerate altrettanti ostacoli alla competitività.

Il problema è che c’è del vero in entrambe le tesi o, meglio, che bisogna combinare i due discorsi. Per esempio, nel caso greco, non si può rinunciare all’argomento che le condizioni imposte alla Grecia sono non solo assurde, ma chiaramente demenziali, perché le si chiede di conseguire degli avanzi di esercizio del 3.5% prima del pagamento degli interessi sul debito. È al contempo possibile mostrare che i veri obiettivi non sono mai stati di rilanciare l’economia greca, ma di salvare le banche europee, di scoraggiare qualsiasi politica unilaterale e di assicurare il pagamento del debito.

La tensione che esiste tra questi due discorsi rinvia in fondo a una difficoltà programmatica e strategica: come costruire un progetto di transizione o di biforcazione verso un altro funzionamento dell’economia? Quello che io chiamo il “cretinismo keynesiano” non risponde alle sfide. Tuttavia, nemmeno una logica “ultimatista” che consiste nel dire che non è possibile fare nulla senza abbattere immediatamente il capitalismo permette di fare avanzare le cose. Secondo uno studioso come Friot, per esempio, “battersi per l’impiego equivale a spararsi in un piede” e la lotta per una migliore ripartizione della ricchezza equivarrebbe a “evitare la lotta di classe”. Bisogna constatare che le coordinate del periodo sono favorevoli agli inventori di sistemi e ai guru. Ci vorrà senza dubbio del tempo per ricostruire un vero orizzonte di trasformazione a partire dalle lotte e dalle resistenze sociali.
